Construction safety management systems: In May 2002 the Department of Real Estate and Construction at The University of Hong Kong hosted an international conference of CIB Working Commission 099—Implementation of Safety and Health on Construction Sites.

At this conference leading researchers from around the world presented their current research and exchanged ideas and opinions on best practice in safety and health management.

The most important of the papers presented at the conference have been expanded and updated in order to create Construction safety management systems which presents best practice in health and safety management on construction sites.

The conference took place in Hong Kong, a city which has always been at the forefront of construction technology and management: the second Hong Kong and Shanghai Bank Headquarters utilized state of the art construction management methods in 1933.

Hong Kong is currently in a period of transition from British colonial rule and is the second system in the ‘One country, two systems’ paradigm that has promised ‘50 years no change’.

However life goes on, technologies change and, in this dynamic environment, roads, tunnels, houses, offices, in fact all of our infrastructure, has to be built at a rapid pace.

The people of Hong Kong have adapted rapidly to this change and attitudes and expectations have also changed.

Ten years ago, Hong Kong had a very poor construction safety record. Hence, changes in how we manage health and safety have also taken place and there has been a dramatic improvement in health and safety performance on construction sites in recent years.

The research and practice presented in Construction safety management systems is of particular importance as it draws together experiences from around the world, offering alternative perspectives on very similar problems, and the authors are to be congratulated on their combination of academic rigor and practical application, so essential in a field of study such as this.
